Signed by the translator himself. ** ** VISSER (Hans Willem Cornelis Anne), born at St. Annaparochie in 1773, died at IJsbrechtum, 20 Sept. 1826, was educated by the minister Tenckinck in his birthplace, after which he enrolled in 1789 as a student in theology at the university at Franeker. He enjoyed instruction there from Wassenbergh de Crane, Chaudoir, Cannegieter, Verschuur, Meyer, and Van Voorst. The writing of a dissertation was prevented by the circumstances of the time. In August 1795 he accepted the call as pastor to Warns. He remained there until 1809, when he accepted the position at IJsbrechtum; he held the pastorate there until his death. With zeal he fulfilled his ministerial duties. In addition, he devoted himself to the improvement of education, to which he had especially good opportunities after his appointment as school inspector in 1804; in 1815 he was also appointed secretary of the provincial commission of education. Visser also wrote extensively on educational matters; notable among these is his Treatise on the absolutely necessary qualifications, which ought to be communicated in the public and charitable spheres in the Kingdom of the Netherlands, along with the best method for the same, as well as a comparison with the Belt Lancaster system of schooling in England (Amsterdam 1820), which was crowned by the Society for the Benefit of the People. He also did substantial work for Frisian history. Together with H. Amersfoordt he published the Archive for Fatherland and especially Frisian history, antiquities and philology (Leeuwarden 1824-28, 3 volumes), which aimed to publish sources, but at the time found little interest. Visser was a sharply opinionated character, who with force, but often with too little prudence and tact pursued what he had undertaken; hence his life was often embittered by sharp opposition and bitter disputes.
