Plattner has commissioned the Barberini Museum, which is scheduled to open in 2017. Under the heritage legislation, Plattner has concerns that he will not be able to sell individual works from the collection to be housed inside the Barberini Museum.

The billionaire is now considering moving his collection to Palo Alto, commonly known as Silicon Valley, where the SAP headquarters are located, should the new heritage legislation be passed in Germany.
