Major Motoko Kusanagi, a human who has been cyber-enhanced to become a soldier devoted to stopping the most treacherous criminals in the world leads the organization in mid-21st century Japan.

The fictional Japanese city of Niihama, Niihama Prefecture, or New Port City, is the scene for the counter-terrorism operations undertaken by Public Security Section 9 as they worked to prevent incidents from escalating when fighting again corrupt officials, companies and cyber-criminals.

InIn this fictional future, technology has advanced far, and many members of the public possess cyber-brains; allowing them to interface their biological brain with various networks.
